Typically I charge $100 - $150 for body harness repair work, if you came to me. Considerably more if I have to come to you, and I think I'm definitely one of the 'cheaper' electrical gurus around - just to give you an idea.
This is a very common problem, with a very tedious, but simple solution. If you can't figure out what's wrong, you need to take it to someone. Here's a hint: You can only see the 'bottom' half of the wires, so you'd never think that the upper part of those wires could be rubbed through too - try de-looming the wires from the grommet in the firewall/wheel well all the way to the front of the wheel well, and look for any place the insulation is broken or worn. If you really do tape up every wire and relocate that harness outside the wheel well, you shouldn't have any problems.

i have actually had the same problem and just cut every wire and relocated it through the engine bay. What you have to look out for are that some of the wires are the same color so make sure you mark them with tape or whatever (red, red/yellow, yellow/blue and some others.
