The airbag harness on the S15 wheel is compatible with the S14 USDM harness. However, the S15 wheel won't bolt up correctly to the S14 USDM steering wheel shaft. The S14 USDM shaft I believe is too small.

I believe people are having issues because of the spiral cable. On the S14...the little knob and box (where the airbag and horn wiring passes thru) has a different placement when mated up with the S15 steering wheel and does not fit perfectly. I know this because I had some issues when installing my friends R34 wheel...which is the same exact steering wheel...just different logo. I know this because I use to have a S15 steering wheel also. We just ended up losing the spiral cable...thus loosing horn and airbag.

Marty - You can only retain cruise control if you find a way to install the wheel over the spiral cable. The spiral cable has the wiring for cruise control, horn and airbag. If you figure that out...then you have to find some spot to mount the controls (good luck with that).
