Its a hydraulic handbrake.
You basically put another brake cylinder in your setup with a proportioning valve to lock the rears only. If you don't know. Don't worry about it. You don't need it. A few people who have used them told me they get stuck every now and then, but that just might be a sketchy install. |

I helped install one in a friend's 350z last October. The install was a pain in the ass because he still had ABS and all that stuff.
The install in a 240sx is easy. You just install the hand brake in line with the rear hydraulic lines for the brakes. If you search you'll find numerous in depth write-ups about the install. |
