I have followed the guide on NICO with no luck. With the key @ the ON position the voltage is about 1.2V, but when i fully open the throttle it is @ .46V. Is this correct?

I have a neighbor that says my TPS has to "learn." And I believe he may be correct because my car wouldnt idle under 1.5k, but now it's idling at 1K, and feels extremely retarded and sluggish. Either way, I cant get my car to idle @ 750RPM 20BTDC. If I set it to 20BTDC it will idle around 1100.

I am testing voltage with greenish wire and the red wire, harness side.
