Your rack AND/OR your sub frame could be loose. Your rack bolts require 75 ft/lb of torque.
Also check the 4 subframe bolts in the front that bolt to the chassis.... Is there wheel bearing play or tension rod? What I would also do is put the front on jack stands and have a friend get in the car and turn the steer wheel.... All the while you get under it and see what is loose.
