Sorry, had to re-read your issue and I think I'm tracking now. You're issue isnt the TOB being too long but it being too short. So you're using the stock carrier already and what TOB did you ended up getting? I know my 409D came with a new TOB and I always assumed that it was shorter than the stock thickness. But for your situation, seems like you need more thickness.
If I'm correct, then my suggestion for you would be try to get a Z32 TOB (they're larger), lay the current TOB you have side by side to it and see if its slightly thicker than what you have. Run that if it is slighly.
Another idea, ghetto but an idea, run a longer slave cylinder rod to give you more angle to push on the fork.
