a few questions. whyd they do this? will this work?

Okay. So last month I bought another 240 hatch. Paid 2000 for it and it came with sr, garrett 2876, aftermarket rad, fmic, xxr 962, megan coilovers, series 1 aem, 850cc injectors, act clutch, and fidanza flywheel. And a little more. I felt like it was a steal considering the motor, turbo, and aem.

Its never ran right. I've put it on the dyno and the guys at the shop just couldn't get a good tune on it. It kept breaking up around 5800. Its got a super choppy start up. Sounds like the starter and flywheel are slipping and grinding, but they're not. After I get it running and driving on the road, it sputters for a good five minutes and then clears right up. Daily driving status after a few minutes of sputtering. Usually after about five minutes. What could it be?

So yesterday I'm looking at it and see a hose with a filter coming off the iacv. Isnt that supposr to be running to an intercooler pipe? Why would the previous owner just run a filter off of it? Any reasons? Should I just go ahead and run it to my piping? Here's a picture.
