Disconnect the fuel feed line from the fuel rail on the engine. Turn the ignition key to on. (Engaging the starter isn't necessary) Does fuel come squirting out of the fuel line? If no, disconnect the fuel pump (I'm guessing the S13 has a disconnect in the trunk area somewhere on top of the gas tank) turn the key to on, while checking for power at the connector. Got power at the connector? Replace the fuel pump. No power at the connector? Double check your fuses and if necessary, trace back through the wiring to find the issue. Like FaLKoN240 mentioned, the ECU could be causing the issue. The fuel pump turns on via an electrical ground through the ECU. A faulty ECU won't ground the fuel pump, thus not allowing electrical power flow to pump.
