You move it 4 teeth COUNTER-clockwise...
CCW. ... Compare your stock intake cam...the dowel pin is at ~12 o'clock when the #1 lobes face directly up. Now, set the exhaust cam next to it, and face the #1 lobes directly up as well. See how the dowel pin on the exhaust cam is now in the ~9:30 position? That's why you rotate CCW. You're lucky you didn't bend valves...did you turn it over by hand before trying to crank it? If not, do that when you redo it, to be sure nothing interferes. - Brian
