I was wondering, it the lens itself yellow on factory foglights or is it the bulb? I was contemplating putting in H3 super whites in the fog lights but didnt know if it would make a difference since the lens itself could be what makes them shine yellow

Yep. gmgs14 is right. It's the same way on my '96. The lenses in front of the bulbs are yellow--the bulbs are actually clear.
