actual boost level? avc-r

greetings!
this is my first post and yes,, i am super noob
so i will need a lots of help from zilvians!!

my currents mods are as following

SR20DET (95 blacktop s13)
HKS Racing Suction kit
HKS front mount intercooler
HKS downpipe
HKS SSQV blowoff valve
HKS Hi-power exhaust
HKS DLI ignition
HKS turbo timer
L/S Automotive test pipe
Denso 270lhp fuel pump
GReddy intake manifold
GRdddy Dump pipe
GReddy cold pipe
Koyo radiator
FAL electric fan
Unorthodox crank pulley
SunAuto Hyperground wires
Nismo engine mounts
Nismo tranny mounts
Nismo clutch slave cylinder

i recently installed the apexi AVC-R,
and i monitored the boost reading from the unit with solenoid deactivated to check the boost level.
and it read 0.69-0.72 bar..
i am little confused because I thought the stock boost level should be around 0.5 bar??

I tried to search a lit bit, but couldn't find a definite answer
but i found something similar in SR20FAQ
"if the vac line is hooked up from wg to solenoid to TB,
it restricts the airflow and brings up the boost to 11 psi"
is this statement true?
can i get a confirm by someone w/ avc-r or w/ solenoid?

oh.. and 14 psi safe?
i was going to set it at 12 psi..
but since i found out that i am running at 11 psi already..
I want to raise up a lil bit higher..

well 14 psi on the stock turbo is a waste, it will be out of the efficiency range of the turbo and will just turn into a heat pump. no higher than 13. and when i turn my AVCR off, i hit about 10 psi consistently, not sure why, but i know thats the case. hope that hepls a little
