Weird rear brake noises

1990 240sx.

Sometimes when I have just started the car and released the parking brake.....I backup and hear brake noises. Kind of a grabbing, squealing sound.
Is the parking brake dragging? I checked the pads and they are tight.
But I was told I should reglue them or change the clips.

S13 rear calipers have that problem. Replace both as a set.
