C's Short shift question

I have the short shifter installed already. My question is: Is the shifter supposed to rotate? I was putting back my shift knob, and when it threaded in all the way, I noticed that the shifter started to rotate along with the knob. Is it supposed to be like that? I thought that the bush socket kept the shifter in place. Am I wrong, or did I install it wrong? And does anyone know what gasket I can use for it, as mine didn't come with one, the circular one that goes over the bush socket. Thanks.

For reference, the pilot short shift instructions: http://www.240sx.org/links/installs/...r/pmsshift.jpg
