My SR20DET behaves weird at 4000RPM

Ok I had an oil leak on my turbo return line, turns out when we took out the return line it was worn, torn and beat, so we put a nice piece of heater hose to fix it. before the oil leak fix the boost gauge was reading vac at about 15 and after the oil fix it's steady at 18. So is good or bad thing?

The car behaves kinda weird when I hit 4k RPM and that's max boost, 7-8 PSI of boost (stock). I have the hallman MBC all the way to the minus side. while iddleing it seems not erratic but and it's 14.7 to 15.2 AFR. I have a BOV recirc and a straight 3" pipe with just the muffler at the end, no CAT. I have not tried hitting 4k RPM without boosting it all the way. If anyone has any input please let me know. I'm thinking timing or something is going on with the BOV. I have a walbro fuel pump with nismo FPR set to 44PSI (stock). Could it also be my O2 sensor?
