Need your help please, 1990 ka24e to 1995 ka24de

First off I have searched and searched, just want your input on the easiest solution to my problem.

Just picked up my 5th 240 today, It is a 1990 s13 with a 1995 s14 ka24de in it already, it has the s14 wiring harness. No power steering or A/C. Im just trying to get it running. From what I was told from the guy who did the swap, the s14 ECU is fried. Not sure where to start. So what do you guys think?

How about try getting a new ecu and getting the power steering fixed for starters.
