Odd lean condition - All fuel parts checked

Before I get into the problem my brothers car is a stock S14 SR with an exhaust and filter, otherwise everything else is stock down to the side mount intercooler.

When we drive the car, if you tip into the gas anywhere from a 1/4 to 3/4, the car instantly dips into the low 16s AFR and you can feel it running lean. Same deal when you go full gas, it leans out the after 4000rpm it comes back to life and runs proper AFRs until redline.

I have double checked timing, done a compression test, replaced the fuel injectors, FPR, filter, and ECU with no improvement to the condition. Also have done a boost leak test.

Im really at a loss as to what the problem could be. Suggestions?

Maybe the fuel pump is getting intermittent power.
