Exclamation Worst electrical issue to ever exist<---

Key out, ignition power stays on.

What it is not,

Ignition switch- I've unplugged the switch and tried known good switch
Alternator- unplugged it, good ground to case
Short on a wire- Before problem started, and after problem started, nothing had changed besides head re install
Aftermarket gauge/stereo wiring- as shotty as it is, it's all been unplugged and problem persists
ECU-Many have been tried, and now on a power fc, still the problem.

What I know,

-The Eccs/Egi relay is where the issue can be seen, 1.22 volts on the Black/White wire which is switched-ground inside the ecu to "auto-shut off" the ignition power 1 second after key out. [Correct me if I'm wrong]

-If I jumper the 12v constant Red wire inside the eccs relay's opening to the Black/white wire, the car will start and run normally.

I have access to the sr20 ecu pinout, and the 240sx chassis full wiring diagram.

Suggestions, input, feedback, opinions.. Anything is welcome and THANK YOU!!!! in advance.
My helping hand and utmost thanks is to anyone who's had, and conquered this problem on their car and can help.
