OBD-I and OBD-II Q's

Well i have a obd-i 91 240 in need of a new motor, and im looking to get a low milage motor from a s14 either 95obdi or 96+obd-ii. I have acess to a obd-ii 96 ka motor with like 40k and i was wondering if i can still run obd-i emissions and still pass ca smog with out throwing codes and stuff, ive heard that u can still run obd-i on a obd-ii ka just have to use all the obd-i emissions stuff. Im not trying to get a sr swap or anything just looking for a replacement and since i have acess to a 96ka i was wondering if id run into any problems with running obd-i. also i would be using s13 harness, distributor, ecu, lower and upper intake manifold, and exhaust manifold right?
