Car running cold

The clutch fan on my S14 seems to be broken and do not disengage.
At idle when I pop the hood, I can feel the wind blowing so powerful that I can't even open my eyes behind the fan
Can this cause my car to run cold?
I know the clutch fan is much powerful than electric fan but it is not as powerful as the wind flow when driving right?
When I am going 60 mph, my temp gauge drops almost close to cold, it is no where close to the center. On warmer days, it is close to center though.
If this is caused by clutch fan, should I throw it away and get a electric fan?
Let me know ur suggestions!
