$80-90 to have 2 tires shipped? Help me out

I'm looking to buy 2 tires off of someone in Cali and having it shipped to me in NYC. I read up on a bunch of google links how people are shipping a pair of tires for ~$45 by using UPS Ground and just wrapping the tires in tape and slapping a shipping label on it, no box or packaging. The seller and myself have been quoted $80-90, and I've called about 3 different UPS stores to confirm. So what the hell guys?
Fyi, it's 2 19" tires and weighs 23lb each, so 46lb total.

Discount Tire Direct or CityTiresOnline are some of the cheapest place to get NT05s and shipping from either place will be cheap.

Just create your own shipping label via the ups website and tape it on the tire, no need for anything else. Then just bring it in, i'm sure they'll accept it. I buy tires online before and that's exactly how I received them. Also I did the exact same thing for a whole exhaust but I used fedex fwiw

have them go to a shipping center hell here by me it cost 160 to ship 4 tires and wheels so i know it has to be cheaper

Fliprayzin is exactly right, why buy from someone who wont give you a warranty? and is across the states? I would get directly from a legit company who will stand behind their products.

because i'm buying from someone legitimate on my z forum. cheapest price on each tire with that size is ~$225, and he's selling it to me a fraction of the price for a barely used pair. these summer tires burn fast, plus the drifting, i'm sure you know where i'm going with this. if i need tires, and see someone selling for cheaper then i'm going for it. otherwise, yes i'll simply get it new from discounttires.com, which is probably what i'll need to do soon for the rears

They won't insure them against any damage if shipped that way. It would still be $30+ a pop.
