Take the frabric off the bucket and clean it with a fabric cleaner. Depending on how bad it actually is, let it soak in the bin (or whatever you use) for a while.

I have a bissel steamer , but what i do is mix laundry detergent in a bucket of warm water then scrub the interior and use the bissel to extract it and rinse it
