The point is that this is not the schools' or teachers' business. These things should be discussed within the family. I'd wager that educating the parents on the subject is the better move.

In my CA school we still had to get a permission note signed to take sex-ed. We all wanted to go just to make jokes about the possible orifices someone could be impregnated from...but I digress. We still had to get permission to go because until we were 18, it was our parents' choice to decide.

I went to a private Christian middle school. I would have loved to have been able to have an in-depth conversation about sex, in an educational setting, with a compassionate, understanding adult who wasn't my parent.

Took me a while to get over some of the indoctrination.

Keep in mind that talking about sex early on makes it easier for kids to realize what's right and wrong when it comes to adults abusing them. Makes it easier to talk about it with a trusted adult outside their family unit. Makes it easier for the police to press charges and prosecute. Makes it easier to be gay and not hate themselves.

I've known people who were sexually abused as children and their parents refused to have The Talk with them until they hit puberty. They spent years not understanding what happened but knowing that it was "bad" and constantly battling body image and depression issues.

Parents aren't impartial. They might not sign a permission note because they're getting coached by bad actors on talk shows who are whipping up a frenzy because it drives listens and views. I'm not advocating for a reduction in parental rights, but rather advocating for kids who have questions or problems they simply cannot get handled at home. It's a really, really hard thing to do to walk the line between parents' rights to raise a child the way they want to and educating children as to how the world is and arming them with the intelligence to handle it.

This topic is another example of nuance getting lost in a world of shouting voices.

The Uniform Crime Reporting (UCR) Program collects data about both single-bias and multiple-bias hate crimes. For each offense type reported, law enforcement must indicate at least one bias motivation. A single-bias incident is defined as an incident in which one or more offense types are motivated by the same bias. As of 2013, a multiple-bias incident is defined as an incident in which one or more offense types are motivated by two or more biases.

Important note about rape data
In 2013, the FBI’s UCR Program initiated the collection of rape data under a revised definition within the Summary Reporting System. The term “forcible” was removed from the offense name, and the definition was changed to “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”

In 2016, the FBI Director approved the recommendation to discontinue the reporting of rape data using the UCR legacy definition beginning in 2017.

The offenses of fondling, incest, and statutory rape are included in the crimes against persons, other category.

Rape totals are provided in Tables 2, 3, 4, 7, and 11 of Hate Crime Statistics, 2019. (See the Methodology for more information about this program change as well as others.)

Overview
In 2019, 15,588 law enforcement agencies participated in the Hate Crime Statistics Program. Of these agencies, 2,172 reported 7,314 hate crime incidents involving 8,559 offenses. (See Tables 1 and 12.)
There were 7,103 single-bias incidents that involved 8,302 offenses, 8,552 victims, and 6,268 known offenders. See Table 1.)
The 211 multiple-bias incidents reported in 2019 involved 257 offenses, 260 victims, and 138 known offenders. (See Table 1.)

Analysis of the 7,103 single-bias incidents reported in 2019 revealed that:

55.8 percent were motivated by a race/ethnicity/ancestry bias.
21.4 percent were prompted by religious bias.
16.8 percent resulted from sexual-orientation bias.
2.8 percent were motivated by gender-identity bias.
2.2 percent were prompted by disability bias.
1.0 percent were motivated by gender bias.
Offenses by bias motivation within incidents (Based on Table 1.)
Of the 8,302 single-bias hate crime offenses reported in the above incidents:

57.6 percent stemmed from a race/ethnicity/ancestry bias.
19.9 percent were motivated by religious bias.
16.8 percent resulted from sexual-orientation bias.

2.0 percent resulted from bias against disabilities.
1.0 percent were prompted by gender bias.
