As I stated, if the Damages are over $500 you failed to file a police reports (its your responsibility since you are at fault). You also provided false documentation and it sounds like you have expired insurance.

If the Fuzz really wants to fuck with you, they can also say you where at fault because of reckless driving.

Honestly, the officer that said he wished could arrest you, could just as easily make a few phone calls to Chicago PD and alert them of your shadyness in an anonymous tip off.
