i don't know if you have ever looked at a stock 91-94 s13 bumper but that "lip" is fixed into the bumper...

i dont have a 89-90 "lip" or a aftermarket "lip" that makes it look lower.......

I don't know if you have ever looked harder than a cursory glance, but if you have, then you would realize it is bolted onto the bumper, same as a zenki lip onto a zenki bumper.
