S13 KA24DE Bogs Momentarily When Entering Every Gear

So I've been having this problem since I put this motor in. It has been slightly annoying but I've never paid too much notice to it. The car is an 89, the motor is a 91. It runs extremely well and will pull all the way to redline without breaking up or anything.

The issue, as the title states, is that when driving the car normally and shifting at 3500 rpm or lower, the car will completely cut power for a moment every time I change gears, as I'm getting back on the throttle. If I'm driving aggressively and shifting above 4k, it never does it though. Also if I let off the throttle(not neutral) and coast for a few seconds, it doesn't do it again oddly enough. I know it isn't the distributor or timing(problem existed before replacing when the CAS died), and I just adjusted my TPS to .45 volts. Spark plug wires are new and NGK plugs are new.

This doesn't prevent me from driving the car, but I'd be happy to finally get rid of this issue. Thanks in advance!
