SR S13 sr20det red top bogging issues help

So I have had this car for a couple years now. It's been sitting for about 8 months or so. Background it was a stock sr swap into a hatch done very clean all gauges work etc. koyo rad greddy front mount kit stock t25 but previous owner had it on 14psi by adjusting the wastegate on the stock t25. Noticed fan burned out an I ran it off of another hot wire instead of the block they ran it to. Well fan burned out I was in rush hour traffic temp gauge shows it reaching 220 degrees getting piss hot so turn heat on while sitting to cool it down. Then slowly after next couple of days it starts to backfire a lot more running lean an then started to bog an sputter an spit. Parked it. Cams looked a little chewed up so I redid the whole head bc head package. The valves springs guides retainers 264/264 cams. Had the head decked new rebuild gasket kit off of enjekuracing. Put it back together with a new manifold t28 off a s15. Still same issues before rebuild. Was told it was cas. Bought brand new cas. Still same issue. Coolant temp sensor replaced. Same issue no change. Changed plugs an gapped them all to .028-.029ish. I have gone through unplugged each coil pack 1 by 1 an they all drop idle like it's supposed to. Same with the injectors 1 by 1they all bring the idle down an rough. Unplug the maf and it gets worse try to rev an it shutters an dies. New z32 fuel filter new walbro 255 not a egay knock off. Ecu code is 55. When sitting it will rev as high as you want will no issue an doesn't hesitate when in idle. But under load/boost it will bog right away unless I'm at full throttle it will haul ass but won't be full power but no bogging. Any help advice at all! Will help so much! An my volt gauge does show only at like 12v when it use to show about 13.6-14v on my gauge now.
