I'd definitely check under the tape. If you do get it, you *will* want to take an effort to stop/repair anything already there. If you let it go another six months to a year, it will be very bad.

I'd just look locally. I could never buy a car without being able to see and inspect it in person. Pictures don't mean shit.

on the frame rails, going up to the engine bay and directly below the brake master. it can get pretty bad in those spots, but from the pics looks fine. I still fit all of it.
