S15 Silvia Fender stay proper mounting location.

Question is where and how does the fender stay bolt up to the fender on a S15 silvia front fender? Part number is 63183-85F00. I have the nissan diagram but doesn't really help me. I purchased new oem fenders and just bought all the additional pieces. And never even seen an s15 in person haha. I'm attempting to do a s15 front swap on my s14

if you have the Nissan diagram you can clearly see the dotted line showing it mounting to the front of the fender, where the top rear edge of the bumper covers.
