as far as I know all 89-93's (aka s13) have the automatic seatbelt. You have two options that I know of but don't really have any detail on them.
1.) you can swap in the seatbelts from a 95-98 model (aka s14) from a totaled 240 in a junkyard or something
2.) you can buy a 4 point harness. I don't know where to get these cheap or how to put them in, but its an option.

All canadian versions of the S13 came with manual seatbelts. If you can find those, they should work better. You will need the panels too.

Don't use a harness unless you have a roll-cage!
...that is, if you like your head.

That's because on a 4-point seat belt harness...it keeps everything from flying forward....BUT YOUR HEAD!

No, I highly doubt a collision will cause enough force to snap you head off...although a HAN restraint couldn't hurt. The reason, is if you flip the car, it's almost instant decapitation because the roof will collapse but you, being strapped upright in the seat, won't. A regular seatbelt will allow you the chance to duck or lay down...or at least get pushed down and not crushed down.
