JDM GT-Rs may not meet safety and emissions standards outside of Japan, so Nissan must detach themselves from any responsibility in case of uneducated buyers.

From what I understand the new GTR was made to be a world car. So the JDM model should be no different in turms as safety as the US models. Also JDM models have an OBDII port. Jspecconnect has 2 of them. One for marketing and one bought for a shop called CarV2 in Delaware.
