Need check engine light to work

Hey I've been looking around but I haven't quite found the answers I was looking for.

I bought a 1993 240sx hatch with an sr20det swap and an e5 ecu
I need to get it smog legal, but the check engine light won't come on at start-up like it's supposed to. In fact none of the bulbs on that side, Low Fuel, Washer fluid, etc. light up.
The other side: parking brake, seat belt etc. all work fine. I pulled out the cluster, checked the bulbs, traces, everything was fine.
I checked the ecu and there's no wire coming off of pin 24, which is supposed to be the malfunction indicator lamp.

People say to wire that to the red wire on the cluster and that would lead to the check engine light.
Will that only light up if there's an error code, or will it light up on start-up so I can pass smog?

I noticed you are in Los Angeles.
an sr swap in your car= automatic smog fail.
The engines do not meet california emissions standards altogether
