That article is horrible. The (legal) 18 year old college kid drinkers over here don't vandalise campuses, kill themselves or kill others any more than any other binge drinker? Smells like propaganda.

Obviously 21 year olds won't experience blackouts, drunken injuries or diminished work performance. They're 21 after all. Damn those pesky students having fun with their lives!
