Best bet is a lot of PB Blaster and maybe a little heat(a little, the shocks are pressurized).
have u heated shocks before? ill let is soak in wd40 over night.. no rust they are very clean.. not daily driven, (12k miles on the shocks) but i don't drive on most roads here..

- i won't be getting rid of them any time soon, they have been great to me for 3 years
