OBD2 Emissions- VIN,CALID,CVN (LS1 swap)

I know obd2 emissions has been gone over time and time again. But i have not found much information out about whether or not the vin, the calibration identification (calid), and calibration verification number (cvn,checksum) are sent to the state when a obd2 emissions test is done (state in this case is PA). The only thing i found is that California required 2005 and later vehicles to send it to be checked in a database to see if in fact the ecu was reflashed or anything of that nature.

Reason i'm asking is if i were to do a ls1 swap into my 96 240sx, would i be able to pass emissions. The vin on the ecu would not match the one on the car, so would this raise a red flag to the state. Or what about even just switching my 96 ka ecu to another 96 ka ecu?

There is no vin in the ECU. IIRC, in cali, smog is tied into the DMV database so the smog numbers are tracked in the system, nothing more. Nothing in the system checks to see what ECU or or engine is in the car. That's where the smogger's job. They know what is allowed and what is not. Its up to them to either enforce it or not. If they get caught doing or passing cars that shouldnt pass, they face heavy fines and lose their license.

For PA, not sure how strict the state is. Depending on the the manufacturing date of the car, it may still still only fall under OBD-I. If its OBD-II and they have to plug into the scan port, then you're screwed.

I have 2 friends that pass with their LS1 swaps...I'm in CT and our tests are just slightly behind CA in being a pain in the ass.

Thanks for the response. I found the CA emission laws here: http://www.arb.ca.gov/msprog/obdprog/obdregs.htm
The updated laws are the section 1968.2

From what im reading (mainly on pg. 121-122) only after 2005 were manufacturers required to embed the vin in the ecu. So I'm thinking that Nissan did not have a vin in their ecus in 1996, like you said. Now in that law it says that all vehicles will be required to submit the CALID and CVN. But only vehicles from 2008 and after will be checked with other calids and cvns from the same vehicles to make sure they numbers are valid.

Now if i read that correctly, please correct me if im wrong, for a 1996 car, as long as the ecu sends a calid and cvn it doesn't matter what they are?

Or even better question, if somebody has a decent obd2 scanner that has vin, calid, and cvn functions, what happens when you scan a 96-98 240sx and request that information?

LOL googled led me here. Looking to go LS myself and have a 1996 S14 with SR n SR ecu
What would be the best way to address ECU and OBD?

Basically would i need to source a KA ecu and piggyback for the LS?
