e-brake actin funny

so i bought this car 6 months ago and the ebrake has never worked for drifting. it works ok when i park, like i mean my cars never rolled away.

but when i pull it when im moving slows me down slowly (slower than when i come up to a red light). its also really stiff. theres a little bit of life left in the rear pads i think. i've adjusted the cable, and still no luck.

anyone have any ideas? i searched but i couldnt find threads with the same symptoms i've having
