Car vibrates/shudders as I brake

I have a '91 SE HatchEvery time I brake at a speed higher than say, 25 mph, the brake and the entire car vibrates/shakes/shudders.
Does anyone know what this might be? The brake rotors, the suspension?
Also, my fan bearing I believe is loose, and it makes this whistling sound. Does anyone know how to correct it?

Get your brake rotors resurfaced and change the pads while your at it. The rotors are just warped. And just to be sure, check all your suspension bolts to make sure they are there and tight. TC Rods, LCA, Struts, etc.

also, on top of what 95blue240 said, when was the last time you got an alignment as well as your tires balanced, this can also be caused by a bent rim. easy thing you can do while you have the wheels off is roll them down the street to see how bad they wobble, you'll definately know if one is severely bent, otherwise swap front to rear and drive it.

Classic new owner issue, check the tension rods (rods that connect the front lower control arms to the front of the car/tension rod brackets) you want to look for a gooey substance coming out from the bushing on the forward most side. If these are leaking your car will produce the type of shuddering you are experiencing.
