Okay, that narrows it down much more.
You probably have a short in the internal wiper motor switch, a bad amp, or a bad low speed ground wire. It looks like the auto retract circuit is bad, or the low speed ground wire is shorted somewhere.
I would eliminate the wiper switch because you just replaced it, but are you sure the switch is good?
