If its the HKS adjustable there is an measurement you take from the base of the actuator to the center of the hole on the arm. I cant remember the measurement but it is on the paper that comes with it. it may be in Japanese though. sorry I cant be more help.

I have a document here with these specs, I never tried it so I am not sure if it's the proper settting.
128mm = .5Bar or 7.25psi
123mm = .8Bar or 11.60psi
121mm = 1.0Bar or 14.50psi
119mm = 1.2Bar or 17.4psi

He is referring to the settings of the HKS actuator. If he has a HKS actuator, there is no need for a boost controller since it's doing just that.

take your air compressor, use a leak down tester or other adjustable regulator and pressurize the WGA until you see it open, note the pressure...

You could also use a Mityvac.

a boost controller will help regulate the boost pressure, regardless of waht the wastegate is set to...so if he's got one already its worth it to install...better to be safe than sorry.
