ok, think of it like this... you have pressurized air running into your throttle body at 8 pounds let say... now when your throttle plate closes, are you going to want to vent the air before the intercooler (hot air, not by the TB) or after the intercooler (boosted air, close to tb)? when you close your throttle plate, that boosted air will cause surge because it has no where to go. so you want to put the BOV by the TB (after the intercooler) so you don't get that surge and damage your intercooler and TB. thats pretty much how it works, hope it cleared things up instead of confused you all, lol.
