Whats a good way to munt fogs lights in tight place

The way i wanna mount my fog lights on my bumper puts em in a really tight area, to where I cant use a drill or stubby screw driver for screws. Anyone been in a situation like this. Basiclly my s14 is a zenki and the center cross piece in the middle of the bumper, I'm mounting my fogs underneath the horizontal part of that cross section. I have like a 2.5" to maybe 3" gap to work with I think, so space is tight.

Appreciate any suggestions on possible tools or hardware I could use. Had double siide tape, but it failed on me

Or you could mount them in the stock position....

There are threaded holes on the bumper reinforcement.
Take off your bumper, under the turn signals... you'll see em.

if they are not OEM....
take off the bumper.
drill holes where you want to mount them.
put bumper on to check clearance.
cut bumper or adjust position, if necessary.
done.
