yea ok hes gonna do a pull test in the middle of rain with probably no equipment for it. its most likely a short, it could be a motor thats shorted out or maybe even your wiper switch or all the wire that runs from under the steering wheel column to the motor if you really need to get em working and if you wanna risk it you can by pass the fuse and just get a paper clip and put it in place of the fuse it will work, also check what amperage fuse your using because it might not be the correct resistance and thats why it keeps blowing out
