anyone have a diagram of how they go on? i assume they are like the 91-93 chuck bumper extension pieces, where the body/fender is drilled to attach a female clip so that the male clip on the sideskirts can snap into them.

No drilling required. Hardwares look like this. There are 2 more metal clips holding rear fender inside of side skirts. You can find used hardwares, but most of them are rusted really bad. These are not kouki, but should be similar.
