maybe you have it confused with BASIL?
basil is more common, but some places do offer mint (or at least its a spice that seems to resemble mint or spearmint). although I like basil in maybe other dishes, I don't put any or very little depending on the broth. most pho broth is already sweet. Cilantro can sometimes work very well, depending on your taste.

Playing with the spices/garnishes, and modifying the broth to a certain degree is part of the fun in eating pho.
