Need help, ecu won't turn on.

I've been searching for hours and sent out lots of PM's but i cant find a solution.

My car is a 91 ka24de, i was having idle problems for a wile, but now my car wont turn on. It cranks but its not getting any fuel because the ecu wont turn on for some reason. I replaced the EGI & EGI pump relays twice already with no luck.
I have also switched out my ecu for different one.

Anyone know of any other wires, relays, or fuses i should be looking out for?
Any info is appreciated.

Last thing i did before it started acting up was clean the PAIR valve.
I also replaced the fuel pump 4 days before i started having this problem.

Did you by any chance disconnect the dash plug, while swapping ecu's? My car won't start without the dash plug connected. Don't ask me how I know!
I didn't get one screw this................!

I doubt i disconnected anything, but I'll definitely looks at that tomorrow.

This is a link to an awesome ECU diagram. I'd check all my power wires with a voltage tester, and then check all my ground wires to make sure it's all grounded.
