NYC would be absolutely perfect.
cars aside, the urban scenery would be hard to top.
yeah there are pot-holes and traffic there, but that's negligent when shooting a movie.
besides, it's not like LA, Miami, & Tokyo don't have potholes, traffic, & other fun obstacles.

I'd imagine it might be more difficult & expensive to shoot in NYC, but that's about it.
Not so sure about upstate, but I wouldn't mind seeing Vin Diesel strutting about in the Hamptons.
