I guess you missed the Forza 3 thread. but yes they already announced that the mountains will return. or you can just watch one of the trailers and you will find your answer there.

Be sure to buy the 2 disc Platinum edition for $20 new if your in the states. The 2nd disc comes with all the downloadable content, and the 3 LCE cars that weren't released here in the states (subaru S204, Saleen S281E, Ferrari challenge stradale)
