Id probably try to find another bumper to steal that peice from, but if thats not an option, Id lay fiberglass on the inside first covering the chunk missing, and work from that to replace the chunk. Fiberglass can be a mess to work with, but it would probably be stronger than cutting a peice off another bumper and epoxying it in.

OK thanks a lot for the input man. I also have a Q's bumper but it's too nice to cut it up lol.
