Doesnt cali have an emissions exempt rule?

In my state, if you drove your car under 5000 miles the previous year, you can get an emissions exemption sticker. So for those of us with SR's or CEL's, that means swapping gauge clusters for inspection.

It boggles my mind that cali is like the MECCA of car modifying (and pretty much everything else thats cool... motocross, weed, etc, lol), but they make it so impossible to modify your car. Honestly if i lived in cali, id probably be driving a bone stock camry or something.
