95 rear passenger brake caliper

my rear pass. brake caliper is fucked up! i don't think it is working correctly because my outer pad is fine but the inside is gone and grinding. is this a common problem? if so how do i fix it? replace the caliper? it's a 95 se 5 lug if that matters.
