Sr20det Swap Idles But Will Not Rev

Ok, I just swapped a redtop Sr20det into my s13. Its a stock motor with a Gt28r turbo, HKS 555cc injectors, 255 fuel pump, and an RS Enthalpy ECU. I just got the Ecu back from Enthalpy. The car starts immediately and idles beautifully. When I rev it it will not go past 3000 rpm without misfiring and dropping back down in rpms. Since I havent gotten to the exhaust shop yet its basically dumping out underneath me so I can smell its very rich like unburnt fuel. I believe this is causing my problems. Does anyone have any ideas of why it wont rev like this? And yes, I have been researching. Thanks for any input!

Well it could be the maf. Out of three wires in the loom, one gets 12v and the other two get nothing. Shouldnt one get 5v?

with the maf plugged in, koeo, if you probe the back of the maf, at least 2 of the wires should have voltage coming from them

I checked the codes and all it does is the led light stays lit and wont blink which i'm assuming means Ecu malfunction. And its tuned for z32 maf which is what i'm using.
